Minutes and Notice of Open Budget Meeting

Sabine Parish Library Board

            The Sabine Parish Library Board held a special meeting on December 8, 2022. Present: Donna Ammons, Diann Migliore, Bonnie Miles, Lorene Jones, Sally Maxie and Kenneth Ebarb. Absent: Paula Hardee.

After a report that a mistake in the original advertisement for bids had been discovered by Architect Wayne Coco, the agenda was amended to remove the opening of bids from the agenda on a motion by Diann Migliore, seconded by Lorene Jones. The vote in favor was unanimous. A motion was made by Kenneth Ebarb that a discussion of the Bid process be added to the agenda which was seconded by Sally Maxie, all agreed. A motion to accept the amended agenda was made by Kenneth Ebarb and seconded by Sally Maxie and was agreed to by all.

As there were no public comments, the Board moved on to the discussion the Bid Process concerning the building of a new Main Library Branch in Many. It was discussed that, in an effort to work most efficiently going forward, to maintain a Public Library system for the citizens of Sabine Parish, and allow time for the Sabine Parish Police Jury to ascertain answers to a number of questions concerning the Library, the best course of action for the Board to take would be to cancel the bid project. This action was moved by Bonnie Miles, seconded by Lorene Jones, and was voted unanimously.

The Board then moved on to the discussion of the proposed 2023 budget as advertised. In light of the decision to cancel the building project, the advertised budget was rejected on a motion by Lorene Jones, seconded by Sally Maxie. That vote was unanimous.

An Amended Proposed Budget for 2023 was looked at and approved for advertisement on a motion by Sally Maxie, seconded by Kenneth Ebarb and all agreed.

            The proposed budget will be available for public inspection at the Many Library on regular workdays from 8:00am to 5:00pm, and online at sabineparishlibrary.org, as of December 9, 2022 through December 28, 2022.

An Open Meeting will be held at the Main Library on Thursday, December 29, 2022, at 9:30am, after which the final budget will be adopted by the Sabine Parish Library Board.
